We need to find an equation of the line in form y = mx+b,
If lines are parallel, then their slopes are equal, so m=-1/3.
So we can write 
y=(-1/3)x+b
To find be, we need substitute value's of x and y using point (-2,5).
5=(-1/3)*(-2)+b
5=2/3+b
b= 5-2/3=15/3-2/3=13/3

The equation of the line is
y=(-1/3)x+13/3
